The A/DA is kind of the creme-de-la-creme option and can purportedly do both of these things well, but they can be hard to find/expensive and supposedly the PBF ones are pretty hit or miss, so I'd just skip it unless you run into one in the wild that you like.
Do you have a link for more info on the PBF inconsistency?

Iirc the Ibanez Airplane Flanger is essenntially a A/DA and has a dedicated switch to go totally crazy. And it's pink!

I'd read about it on TGP awhile back but I can't seem to find it now, so take my thoughts with a grain of salt there. I've loved all the demos of them I'd heard and am certainly interested in trying one myself someday.

Cool! I have one and like it; to be honest, though, I use the flanger in my H9 more than anything. Way more extreme.

If you're going for something along the lines of Van Halen, Eddie used an MXR Phase 90.

I picked up an ADA pbf a year or two back to try supplant the old MXR (volume drop, wonky foot switch) but the one I had sounded thin and metallic (even at different voltages), more of the Electric Mistress family than the MXR.

I haven’t tried to get the jet plane with the MXR but it seems too chewy, swirly somehow (again: sample size of one pedal). I do remember constantly stumbling across a jet roar when I had a silver Digitech flanger way back when which was my favorite part about it.

Did he use both? MXR makes a EVH Flanger.

Not necessary looking to sound like Van Halen. It's for some song of mine. Something like Neil Young Psychadelic Pill song, but more intense and fast.

I've always loved the Boss BF3. Not sure if it's what your looking for, but I find its sound awesome.

Back in the day, all we knew about was the script Phase 90.

I always associated EVH with the gray MXR model 117, but I’m far from a Van Halen scholar

The Boss BF-2 has been mentioned before, that would be my option too. It's super reliable and it can do other stuff too, but its jet plane is amazing IMO.

Graham Coxon achieves some similar sounds on Blur's Girls & Boys around the 1:00 mark and multiple times throughout the song.

Yes. He used both on the first album. You can hear the soft sweep of the 90 on a lot of the solos and Eruption. M117 makes itself known on Ain't Talkin Bout Love.

I had a new Polychorus for a while. Not sure what the jet engine sound is, but it did insane noises & cheap 2nd hand.
I have nothing to offer anybody, except my own confusion?

Nice! I am a Boss aficionado, will had the BF-2 (or BF3) on the list. I had one 10 years ago. Didnt like it, but I was not searching for that tone at the time.

I was using BF-2 for jet engine effect, but the input must be distorted, on clean and crunch the effect is not that pronounced.
