Refinishing a strat that was painted with a brush

I just bought a mid 2000's strat from some absolute animal who decided it was a good idea to cover his guitar in boat paint. . He painted it with a brush, and it's actually kind of disgusting as someone who likes keeping their instruments looking nice. There are parts where the paint clearly dripped before it dried, and it's extremely thick all over the guitar. There's no clear coat. I'm thinking of sanding it down so it's all even and then slapping a clear coat on it. The guy managed to get actual lacquer boat paint, so it's not totally un-salvageable, right? I'm just curious about the best way to go about fixing this finish.

If anyone's curious, I only paid $200 for a fully functioning American strat. Quite a steal imo, regardless of paint. ;D

Wet sand carefully untill you hit the original finish, then pollish.

not sure about what they use on boats but maybe if it's a lacquer you might be able to melt it off with acetone? and if it's poly underneath then you wouldn't even need to do anything afterwards
