Can I Tung oil a sealed neck??
I bought an allparts neck from a member here a while back. It has a slight red/pink tint to the maple (back). The seller said he thought it was some sort of sealer. I think it was otherwise unfinished.
The neck has a nice grain pattern. I haven’t finished it further. I was reading about bringing out the grain, similar to a flame maple. But I’m curious was this “sealer” might be and if it would prevent the Tung oil from working.
How do I figure this out? Try the Tung oil and if it doesn’t work try to sand off the sealer??

Tung oil is a penetrating oil. If the wood is truly sealed, it's difficult to say how much if any of the tung oil will penetrate. I checked Allparts' website and found that many of their necks are unfinished. The ones that are finished are more expensive, so knowing how much the neck originally cost may help you determine if the neck was finished or not. It may be that only a sanding sealer was applied. If so, it probably isn't very thick and may easily be sanded off.

Maybe test things out by sanding & oiling the back of the heel, where the screw holes are?

If it came this way to the original owner, surely you could ask Allparts what treatment they do to their necks, right? Don't know how good their customer service is but probably worth a try to get a definitive answer.
