Fender Blacktop Jazzmaster HS Tone issues

Just purchased a 2011 version and couldn't get the tone to work correctly as it's either ON or OFF!
Imagine my surprise to find that the original wiring had B500K pots for both Volume & Tone with .03uf capacitor.
Don't Fender know that the Tone needs to be A500K?
Anyone else had this problem?

Blacktop was the bottom rung of the mim fenders. I’ve owned about five and still have my jm but all got new pots and cap for this reason.
