A couple of questions for the original poster, now we've seen the guitar in question...

1. You call it a "Factory finish test unit". Where did you get your information from?
2. Did you buy this under the impression it was a rare, oddball guitar?

Can anyone else just not even remotely see if that’s fuzz or just a guitar that’s been spray painted with crappy red paint? Like it’s not even remotely a detailed enough photo to judge

Now that someone's pointed out that it looks flocked it kinda makes sense.

More close-up pics will confirm it but, yeah, it looks kinda fuzzy, as opposed to just being badly finished with matt paint.

Nice. Hardly any wear to the finish. If it's from 1969, it hasn't been played much - or it's an extremly durable and stain resistant kind of finish.
I wonder what happened to the bridge thimbles ... Covered by the fuzz, maybe?

If it was a credible story he'd be stopping the presses, detailed pics of everything, every visible marking on the guitar mapped out.

This is just playing out like a bigfoot sighting.

Someone else has a pretty good point, too. I wasn't around in the 60s, but from what I know of the era and of fuzzy/velvety surfaces... I would not wanna touch that thing.

Exactly. Maybe Foxx had a Jazzmaster sitting around to test pedals with and during a smoke break someone said “Hold my beer, Ima gonna flock this thing!”

Does the tail piece and blocks and binding look strange to anyone else? It’s looking like a “Serviceman’s” guitar to me.

I guess it was a thing? Found a Gretschpages.com discussion about flocking guitars and someone posted an add for “Velvetex” which was a 70s auto body paint if you wanted to flock your Gremlin or AMC.

I think the heads of my GI Joe’s were flocked back in the day.
