what is it worth? 1965 JM Neck (B) in good shape , refret 6105, no Tuners! , no refin , medium wear- my total max would be 1000$ (but I prefer to pay something like 800-900) or am i a dreamer? Seller asks a lot more.

Depends on if it's still got the headstock logo (or matching headstock), and what type it is? Bound with big headstock, or unbound with small(er) headstock.

Tough to find an original finish and decal pre-cbs Jazzmaster neck for the price you are hoping. Your not a dreamer, just a deal hunter . 1000 would be an utter steal for that unless the finish was messed up or the decal gone, etc.
A part like that on its own is going to go for more. JM necks are very desirable since they are cheaper than Strat necks but basically the same (and full scale). Expect 2-3k for one (maybe more) in this market even without tuners. Less if there are issue like extra holes, overspray, etc.
Your best bet it to wait for a cheap refin to come up, keep the neck and sell the rest to get your money back out of it.

This seems kinda goofy to me when you could spend, what, $300 or something and get exactly what you want in every way from like MJT or whatever

It's been a long time since "vintage Offset" has meant "cheapest means to an end." There is always a cheaper way to get something similar, these days.
