I’m not sure I understand the question either but I think the answer is that a midi keyboard is a controller for a computer or instrument and doesn’t make music on its own, unlike a keyboard synthesizer. Quality depends on the brand, model, and price you’re willing to pay for either.

You can use a midi controller with any synth module that will allow it. You can also use most synths as a midi controller for some software, bypassing the attached synthesizer. Just depends which keys you prefer (size, weight, feel).
