Brit invasion phase: Good Mornin'
more recent: Beau Geste
The inimitable Hummingbirds: Alimony.
The Hoodoo Gurus: Tojo.
The Clouds, very clever tight little pop songs e.g. Hieronymous.
Knievel, not very well-known Oz band but notable for containing Wayne Connolly, producer for all sorts including Underground Lovers - a lot of their stuff was mellow but some qualified as power pop e.g. Might As Well Be Gone.
The Chills, Heavenly Pop Hit is the best pop song ever written, although not much "power" but they got a bit more like that as they went on e.g. The Male Monster from the Id.
Leaving the antipodes, did we mention the dBs yet? most conversations involving Big Star/Game Theory/Let's Active seem to swing by the dBs at some point, e.g. Amplifier.
And speaking of Mitch Easter: Orange Humble Band - Assorted Creams - which also contained Ken Stringfellow (I assume "usual suspects" included the Posies) and Darryl Mather from the Lime Spiders who were a lot of power with a dash of pop e.g. Weirdo Libido.

Material Issue has some great songs
they all kind of sound the same (but, hey, doesn't most "power pop") and all the best ones are titled with girls names...but i guess that doesn't matter.

Power pop isn't really my sort of thing but I'll chip in three suggestions that haven't been mentioned.
Shoes
Most folk would probably do well to start with
the Black Vinyl Shoes elpee, Boys Don't Lie is a classic of it's sort and a little more sonically interesting than most of this ilk.

Larry has covered a lot of the late 70s 'deeper dive' power pop I've been a fan of. Records, Nerves, Flaming Groovies.
I was able to track down a reissue of this album by the Leopards-- some killer tracks on here, and their singles are great.
Maybe not for the OP, but if you want to get lost in random power pop singles from the 70s and 80s this guy has an AMAZING youtube channel. Admittedly some of the songs are a slog, but there are some gems as well and for me it's sort of like time travelling.
