The El Cap is great choice. You'll fine that you can do a little bit of looping with it's "Sound on Sound mode" in option C. Also, the Fav switch is a must if you want to quickly switch between presets.

Lately, the Andromeda delay by Seymour Duncan has grabbed my interest.

EL capistan is the best non-echoplex I have heard! Had one, got the Timeline, sold the timeline and got the Capistan again.
There is something about the DL-4's bypass that is funky. The AD/DA converters are really old, and I ended up selling mine, because it took too much signal. The delays sounds awesome though.
I just got the HX Effects, which has all the delays from the DL-4.
If you like the sound of the delays from the DL-4 look at the M5 or M9. I'm not sure if the M5 has a looper, but the M9 has. A new M9 is high priced right now, with the HX effects out, so maybe it's possible to find it second hand.
I wouldn't blink about spending money on a El Capistan. Or get a used one, and flip it, if you're not happy.
